Can you make or do you know of anyone out there that can send an alert, email, or text when the selected radar site goes down? It would be on the GR radar status page as an option for the visual indicator.
primary site - email, sms text field
secondary site - same thing.
I know NWS has this page but don't know how to set it up to poll the information. http://radar3pub.ncep.noaa.gov/
