Originally from ticket #5728.

I have the SPC mesoscale placefile installed on GR3 Version 2.16. My question is, when there is discussion issued, how can I see the entire message? When I put my mouse on the edge it brings up a partial discussion and I can't see the rest.

  This works on newer versions of Gibson Ridge software.
